Description

White House Space Policy Directive-1 (SPD-1), signed by the President in December 2017, directs NASA to lead an innovative and sustainable program of exploration with commercial and international partners to enable human expansion across the solar system, and to bring new knowledge and opportunities back to Earth. The National Space Exploration Campaign calls for human and robotic exploration missions to expand our presence and understanding of the Earth, other worlds, and the cosmos. In response to this call and consistent with the NASA Transition Authorization Act of 2017, NASA submitted to Congress a plan to revitalize and add direction to the Agency’s enduring purpose through the Artemis Program. Artemis is NASA’s lunar exploration program, which includes sending the first woman and the first person of color to the Moon by 2025. Through the Artemis Program, NASA will use new technology to study the Moon in new and better ways and to prepare for human missions to Mars. In support of NASA’s Artemis Program, the MUREP Space Technology Artemis Research (MSTAR) activity is established to strengthen and develop the research capacity and infrastructure of U.S. MSIs in areas of strategic importance and value to NASA’s mission and national priorities.

Overall, M-STAR awards have the goals of promoting literacy in STEM and enhancing the capability of institutions to participate in NASA’s STMD research to support the Agency’s advancement of technologies needed for exploration of the Moon, Mars, and beyond. The goals and objectives of M-STAR awards are as follows: Goal 1: Expand the nation's base for space technology by fostering new research and technology development concepts aligned with NASA priorities. Objective 1.1: Develop significant scientific, engineering, and/or technology research capabilities at MSIs that align with and engage one or more programs of STMD. Objective 1.2: Increase the lead institution’s capacity to contribute to the priorities of STMD and NASA’s Centers1 and facilities. Goal 2: Promote MSI participation in NASA STMD opportunities. Objective 2.1: Increase the lead institution’s readiness to pursue additional funding opportunities offered by NASA, industry, and other Federal Government agencies. Objective 2.2: Increase the lead institution's capabilities to leverage resources to enhance its research capacity at the project, program, department, college, and/or university levels. Goal 3: Strengthen participation of faculty, researchers, and students at MSIs in the research programs of the NASA STMD. Objective 3.1: Increase faculty and researcher knowledge and skills in aerospace-related research through professional development and NASA research opportunities. Objective 3.2: Increase capacity to develop student knowledge and skills in aerospace related research through curriculum enhancement, redesign, and development at the course, degree, and/or department level. Objective 3.3: Increase capacity to develop student knowledge and skills in aerospace related research through NASA internships and opportunities. Goal 4: Facilitate mechanisms to ensure that the diversity of workers at NASA, and in undergraduate and graduate degrees awarded to students from MSIs in aerospace-related fields, reflect the diversity of our nation. Objective 4.1: Identify strategies to increase the number of undergraduate and graduate degrees awarded to students from MSIs in aerospace-related fields.
