Description

This announcement solicits applications for the fiscal year (FY) 2015 Ryan White HIV/AIDS Program (RWHAP) Part B Base, AIDS Drug Assistance Program (ADAP) Base, Pacific Island Jurisdiction Part B/ADAP Base, ADAP Supplemental, Minority AIDS Initiative (MAI), and Emerging Communities.  The purpose of this grant program is to assist States and Territories in developing and/or enhancing access to a comprehensive continuum of high quality HIV care and treatment for low-income people living with HIV (PLWH).  It supports the National HIV/AIDS Strategy (NHAS) goals of reducing HIV incidence, increasing...

The following States and Territories are eligible to apply for RWHAP Part B funding:  all 50 States, the District of Columbia, the Commonwealth of Puerto Rico, the Territories of the Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, the Republic of Palau, the Federated States of Micronesia, and the Republic of the Marshall Islands.  States must designate a lead State/Territory agency that will be responsible for administering all assistance received; conducting a needs assessment and preparing a State/Territory comprehensive plan; preparing all applications and reports; receiving notices regarding programs; and collecting and submitting to the Secretary every two years all audits from grantees within the State/Territory, including an audit regarding funds expended. It is important to note that a State or Territory¿s eligibility criteria for ADAP supplemental funding will be determined on an annual basis based on the ADAP Data Report (ADR)/ADAP Quarterly Report (AQR).  The data source for establishing eligibility for ADAP Supplemental funding is the previous reporting period of the ADR/AQR for the eligibility criteria.  Receipt of ADAP supplemental funding in one year will not guarantee funding in any subsequent year.
