The Rural Health and Safety Education Program, under ALN 10.516, seeks to foster quality of life in rural communities by providing the essential knowledge necessary for successful programs of rural development; improving coordination among Federal agencies, other levels of government and institutions, and private organizations in rural areas; and developing and disseminating information about rural conditions. 


The RHSE program supports quality of life in rural communities across the United States by addressing the relationship between rural prosperity and rural health and safety in the context of food, agriculture, natural resources, and human sciences.

Applicants for the Rural Health and Safety Education (RHSE) program must meet all the requirements discussed in this NOFO. Failure to meet the eligibility criteria by the application deadline may result in exclusion from consideration or preclude NIFA from making an award. For those new to Federal financial assistance, NIFA’s About Grants provides highly recommended information about grants and other resources to help understand the Federal awards process. Applications may be submitted by 1862 and 1890 Land-grant Colleges and Universities that are eligible to receive funds under the Act of July 2, 1862 (7 U.S.C. 301 et seq.), and the Act of August 30, 1890 (7 U.S.C. 321 et seq.), including Central State University, Tuskegee University, and West Virginia State University. Applications also may be submitted by any of the Tribal Colleges and Universities designated as 1994 Land-grant Institutions under the Educational Land-Grant Status Act of 1994, as amended. Award recipients may subcontract to organizations not eligible to apply provided such organizations are necessary for the conduct of the project. USDA will not accept competitive applications for grants and cooperative agreements submitted for dangerous gain-of-function research, as defined in Section 8 of E.O. 14292. Duplicate or Multiple Submissions – duplicate or multiple submissions are not allowed.
