The Native American Graves Protection and Repatriation Act of 1990 authorizes the Secretary of the Interior to make grants to museums, Indian Tribes, and Native Hawaiian organizations for the purposes of assisting in consultation, documentation, and repatriation of Native American human remains, funerary objects, sacred objects, and objects of cultural patrimony (25 U.S.C. 3008). NAGPRA Consultation and Documentation grants assist museums, Indian Tribes, and NHOs to undertake projects leading to the repatriation of Native American human remains or cultural items. The following entities are eligible to apply for a NAGPRA Consultation/Documentation grant:An Indian Tribe or Native Hawaiian OrganizationIndian Tribe is defined at 43 CFR 10.2. The Bureau of Indian Affairs’ list of Federally recognized tribes is available at www.bia.gov. Native Hawaiian organization (NHO) is defined at 43 CFR 10.2.A Museum within the United States.Museum and United States are defined at 43 CFR 10.2. A museum is eligible to apply for a grant only if it has complied with the requirements of NAGPRA (25 U.S.C. 3001-3013) and the implementing regulations (43 CFR part 10) at the time it applies for the grant. Federal agencies and the Smithsonian Institution may not apply for grants.Any applicant who previously received a NAGPRA grant but did not meet the conditions of the grant agreement, including reports or statement of work, may be penalized in the review process.Excluded Parties: NPS conducts a review of the SAM.gov Exclusions database for all applicant entities and their key project personnel prior to award. The NPS cannot award funds to entities or their key project personnel identified in the SAM.gov Exclusions database as ineligible, prohibited/restricted, or otherwise excluded from receiving Federal contracts, certain subcontracts, and certain Federal assistance and benefits, as their ineligibility condition applies to this Federal program.
