Update as of May 28, 2021: Please find revised FY22 Haiti RFSA RFA. All changes are marked in highlight.

Update as of April 26, 2021: Please find the Fiscal Year 2022 Request for Applications (RFA) for USAID's Bureau for Humanitarian Assistance (BHA) Resilience Food Security Activity (RFSA) in Haiti. The RFA addresses the pertinent questions received during the comments period for the subject RFA when it was still a draft. BHA did not respond to comments received on the draft RFA individually, but has addressed pertinent comments in the RFA including:

  • Clarified the language related to geographic targeting of communes
  • Added a map showing all Mission operational programs to assist applicants with their design for layering and sequencing
  • Revised the requirements for Key Personnel (KP) by removing the two optional, applicant designated KP positions to decrease the required KP from seven to five positions.
  • Added new language requesting a Participant Financial Analysis instead of a Preliminary Economic Analysis.
  • Changed 'Program Areas and Elements' to 'BHA Sectors' and;
  • Updated hyperlinks to capture updated and revised BHA guidelines and templates as necessary including the Executive Summary Table and Annual Estimate of Requirements templates for the FY 2022 RFA.

Applications are due by Friday, June 25, 2021, 11:59 a.m. EDT (Eastern Daylight Time). Please do not wait until the last day to submit applications. BHA will work toward an expedient decision and will inform successful applicants of its decision.

Please note that no BHA Humanitarian Assistance Officers or field representatives should be contacted about information contained in the RFA materials or with application questions. Any questions concerning this RFA, its appendices, or Technical References must be submitted in writing by May 7, 2021 to FY22.RFSA.RFA.Haiti@usaid.gov with "FY 2022 Haiti RFA" in the subject line.
