complexes. This is a notice of intent to award a single source cooperative agreement to Iowa IADNR without competition under justification 505DM 2.14.B. (1), (2) & (4). IADNR is the intended recipient of this Cooperative Agreement funding, due to their unique qualifications and the relationship they have established with the USFWS Iowa Wetland Management District. For many years, the IADNR has managed many of the Waterfowl Production Areas contained in the Iowa Wetland Management District for the USFWS through a signed Memorandum of Understanding. IADNR routinely designs and plans these wetland restoration projects in coordination with the Service. The U.S. Fish and Wildlife Service will also be substantially involved in projects under this funding opportunity. In particular, the service will be responsible for the following: planning, design, project over-site, management, and monitoring and operational involvement during performance by IADNR.
