The purpose of ARME, Assistance Listing 10.520, is to educate agricultural producers about the full range of risk management activities. These activities include futures, options, agricultural trade options, crop insurance, cash forward contracting, debt reduction, production diversification, marketing plans and tactics, farm resources risk reduction, and other appropriate risk management strategies. The program authority specifies that special emphasis shall be placed on farm viability and risk management strategies (including farm financial benchmarking, business planning and technical assistance, market assessment, transfer and succession planning, and crop insurance participation), education, and outreach specifically focused at farmers and ranchers in Section 133 of the Agriculture Risk Protection Act of 2000 (7 U.S.C. 1524 (a)).

Applicants for the ARME program must meet all the requirements discussed in this NOFO. Failure to meet the eligibility criteria by the application deadline may result in exclusion from consideration or preclude NIFA from making an award. For those new to Federal financial assistance, NIFA’s About Grants provides highly recommended information about grants and other resources to help understand the Federal awards process. Applications may only be submitted by qualified public and private entities (including Land-grant institutions, Cooperative Extension Services, and colleges or universities). This includes all colleges and universities, Federal, State, and local agencies, nonprofit and for-profit private organization or corporations, and other entities. Award recipients may subcontract to organizations not eligible to apply provided such organizations are necessary for the conduct of the project. Failure to meet an eligibility criterion by the application deadline may result in the application being excluded from consideration or, even though an application may be reviewed, will preclude NIFA from making an award. USDA will not accept competitive applications for grant and cooperative agreements submitted for dangerous gain-of-function research, as defined in Section 8 of E.O. 14292. Duplicate or Multiple Submissions – Duplicate or multiple submissions are not allowed. NIFA will disqualify both applications if an applicant submits duplicate or multiple submissions.
