The U.S. Embassy Luanda Public Diplomacy Section of the U.S. Department is pleased to announce this Request for Notice of Funding Opportunity (NOFO) from organizations interested in applying for funding of program proposals that strengthen ties between the people of the United States of America and Angola, through education, cultural and exchange programs that support U.S. priorities, highlight our shared values and promote bilateral cooperation. This is an Annual Program Statement, outlining our funding priorities and the procedures for submitting requests for funding. Please carefully follow all instructions below.

The following organizations are eligible to apply: • Not-for-profit organizations, including think tanks and civil society/non-governmental organizations • Public and private educational institutions• Individuals• Public International Organizations and Governmental institutions2. Cost Sharing or MatchingNo Cost share or Matching is required. 3. Other Eligibility RequirementsAll organizations must have a Unique Entity Identifier (UEI) issued via SAM.gov as well as a valid registration in SAM.gov. Please see Section D.3 for more information. Individuals are not required to have a UEI or be registered in SAM.gov.Applicants are only allowed to submit one proposal per organization. If more than one proposal is submitted from an organization, all proposals from that institution will be considered ineligible for funding.The target audience for the proposed Program must be selected based on the Priority Program Areas that strengthen ties and build prosperity and security between the United States of America, Angola and São Tomé and Príncipe. The U.S. Government will not fund programs that prioritize equality-based audience selection, but rather those that are merit-based.
